Twinning
Twinning is an EU tool designed to share with Turkey the EU best experiences in public administration and legislative implementation and enforcement. It is a cooperation instrument used since 1998, in which Member States and candidate countries jointly engage in comparing their legislation and identifying areas that require alignment.
In Turkey, twinning is used since 2002. It has concentrated mostly on justice and home affairs, such as the training of the national police and asylum and migration policies, as well as on agriculture, energy and the environment.
There is a matching process in twinning projects, in which the Member States receive a project fiche prepared by Turkey, which states which are the TA needs in a certain area of legislative harmonization. The institutions in interested EU countries then submit their proposals to Brussels, which acts as a hub for the early stages of Twinning.
Responses may come from established members who have long-standing experience with the EU legislation or from new members who recently underwent the same period of transformation as the beneficiary. More often, it is a combination of experts from both.
Turkey decides which countries’ experience best fits its needs.The proposed solutions are sent to Turkey where a shortlist is made on the basis of project quality and experience of nominated experts – who would lead the way in the project – as well as the understanding shown of the beneficiary’s stated needs. Following an interview process, the final countries selected by Turkey are communicated to the European Commission. Then a twinning document, or contract, is established between the parties to determine an action plan. This whole process, from project fiche release to the completion of the contract, should take around 9 months. In each twining project there is a senior Adviser Resident from the Member State offering assistance, who works hand in hand with his counterpart in the Turkish administration. Twining projects include activities such as training for public administration, study visits, etc.
