Objective

Description of the purpose of a project or programme. Objectives are generally concerned with activities, results, project target and general targets.

Objective Tree

A diagram prepared following a problem analysis showing the relation between means and results and representing the estimated solution to the problem.

Objectively Verifiable Indicat...

Measurable indicators at the top three steps of the logical framework which show whether objectives are achieved or not. They form the basis of designing an appropriate monitoring system.

Open method of coordination

In many policy areas (for example education and training, pensions and health care, immigration and asylum), EU governments set their own national policies rather than having an EU-wide policy laid down in law. However, it makes sense for governments to share information, adopt best practice and bring their national policies into line. This way of learning from one another is called the 'open method of coordination'.

Operational Programmes (OP)

Set up within the framework of the five IPA components by the beneficiary country and contain identification of measures and actions needed to reach objectives and priorities set out in the MIPD.

Overall Objectives

Overall objectives explain the long-term benefits of a project for its final beneficiaries. They also explain to other groups and the public in general why these benefits are important. General objectives describe how the government and related institutions as well as the European Commission are involved in regional/sectoral policies, and help establish the general political objectives of cooperation with the European Commission. It is not possible to reach the “general objectives” by the project itself (the project only contributes to the achievement of these objectives). “General Objectives” set forth in the project will be reached with the collaboration and contribution of other programmes and projects.
