This is a concept, which was hitherto expressed as “sustainability criteria”. Quality factors are those criteria which must be carefully considered in the planning and implementation of every project and which have a significant impact on the sustainability of the benefits gained from previous projects. Quality factors are: support and welcome given to the project by its beneficiaries, political support, appropriate technology, and environmental aspects of the project, institutional and administrative capacity.
