IPARD helps countries applying for EU membership to prepare for the Common Agricultural Policy and other measures related to agricultural structures and rural development.

Instrument for Pre-Accession A...

New streamlined funding mechanism aimed to support countries in their bid for EU membership, including the making of the necessary economic, political and social reforms. It also helps prepare the countries for the management of structural funds. IPA will run from 2007 to 2013.

Identification Phase

The second stage of a project cycle. The project idea is examined with respect to its objectives, results and activities in order to decide whether the project team should proceed with a feasibility study.

Institution building

Institution building constitutes a fundamental objective of the European Union enlargement policy. It consists of strengthening of democratic institutions, public administrations and organisations at central, regional and local level that implement Community legislation. Institution building is assisted by TAIEX for short-term assignments and furthered by Twinning and investments in the acquis.

Impact

The large-scale effect caused by a project. It also expresses the level of success of reaching European Commission’s political aims about the project’s contribution to the achievement of the large-scale sectoral objectives that are described in the “General Objectives” section of the project document.

Implementing Agencies

The bodies responsible for the projects within the Operational Programmes or Components.

Intervention Logic

The strategy that forms the foundation of a project. Each of the four stages of the “Hierarchy of Objectives, contained in the Intervention Logic, describes the summary of the project.

Implementation Phase

This is the fifth stage of a project in which the project is actually conducted and implemented, with the progress in reaching the objectives being monitored.

Indicative Programmes

These programmes are prepared by the European Commission in cooperation with the partner country’s government. They establish the general guidelines and principles regarding cooperation with the European Union. These programmes may reach out to the target sectors in a country or a region, or introduce various project ideas.

Integrated Approach

This method tests whether the project adheres to its suitability, feasibility and sustainability criteria through all the phases of the project cycle.

Intergovernmental

This literally means 'between governments'. In the EU, some matters – such as security and defence issues – are decided purely by intergovernmental agreement (i.e. agreement between the governments of the EU countries), and not by the 'Community method' . These intergovernmental decisions are taken by ministers meeting in the Council of the European Union, or at the highest level by the prime ministers and/or presidents of the EU countries, meeting as the European Council.

Intergovernmental Conference (...

This means a conference at which the EU member states' governments come together to amend the European Union treaties. The IGC held in 2003 led to the signing, in 2004, of the EU Constitution.

Invitation to tender

Letter sent to selected candidates in a restricted procedure or competitive negotiated procedure inviting them to submit a tender.

Instrument for Pre-accession A...

IPA is the new financial instrument for all pre-accession activities funded by the European Commission as of 1 January 2007.

IPA Co-ordinator (NIPAC)

The NIPAC carries out the functions of the Secretariat to the National Aid Coordinator (NAC) who is responsible for programming the funds under IPA.
