Technical Assistance

A contract between experts, advisors, trainers/educators, consultants, etc. to transfer expertise and skills to build and strengthen a desired institution.

Target Group(s)

A group (or groups) of individuals or an institution (or institutions) that a project works for and closely together with in order to create a positive impact within the framework of a project objective.

Tender

A written or formal offer to supply goods, perform services or execute works for an agreed price.

TAIEX (Technical Assistance In...

The Technical Assistance and Information Exchange Programme (TAIEX) is an institution-building instrument for short-term assistance in adoption, application and enforcement of the Community acquis. It has been operational since 1996 and its responsibilities and area of activity have greatly increased since. TAIEX assistance is available to candidate countries, acceding countries as part of the pre-accession strategy and screening process, the ten new Member States and the countries of the Western Balkans. TAIEX centralises requests for help from both the public authorities and the private sector and brokers contacts between the requesters and the Member States. It deploys seconded experts and arranges peer reviews, study or assessment visits, seminars, workshops and training. It also helps with the translation of legislation and provides expert databases and information on the alignment of legislation.

Tender dossier

The dossier compiled by the Contracting Authority and containing all the documents needed to prepare and submit a tender.

Tender procedure

The overall process of putting a contract out for tender, starting with the publication of a procurement notice and ending with the award of the tendered contract.

Technical specifications

The document drawn up by the Contracting Authority setting out its requirements and/or objectives in respect of the provision of supplies or works, specifying, where relevant, the methods and resources to be used and/or results to be achieved.

Terms of Reference (TOR)

They describe the works/jobs expected from the contractors and explain the project’s history, its general objectives, planned activities, expected inputs and outputs, budget, timing schedule and job descriptions.

Transnational

This word is often used to describe cooperation between businesses or organisations based in more than one EU country. Part of the EU's purpose is to encourage this cross-border or 'transnational' cooperation.

Transparency

The term 'transparency' is often used to mean openness in the way the EU institutions work. The EU institutions are committed to greater openness. They are taking steps to improve public access to information, and they are working to produce clearer and more readable documents. This includes better drafting of laws and, ultimately, a single, simplified EU Treaty.

Treaty of Accession

The Treaty of Accession is signed once accession negotiations have come to a close. Accession is not however automatic as the Treaty has to be ratified by the Member States and the candidate countries. The Treaty enters into force after ratification on a date that has been previously determined, setting out the conditions and arrangements regarding accession, including the rights and obligations of the new Member States as well as adaptations to the EU institutions.

Twinning

An EU tool designed to share the best experiences of public administration and organisation in which Member States and candidate countries take part jointly.

Two-speed Europe

This refers to the theoretical possibility that, in future, a particular “core” group of EU Member States may decide to move faster than others along the road of European integration . It is already possible for a group of EU countries to work together more closely than others under an arrangement known as “enhanced co-operation” .
