The Conference on the “Turkish Qualifications Framework” was held in Ankara
Head of EU Delegation to Türkiye Ambassador Nikolaus Meyer-Landrut attended the conference on the “Turkish Qualifications Framework” organised by the Vocational Qualifications Authority in cooperation with the Ministry of National Education and Council of Higher Education with the support of the EU funded “Implementation of Turkish Qualifications System and Framework” Operation which aims to establish a functional Turkish Qualifications Framework (TQF) in line with the European Qualifications Framework (EQF).
Speaking at the conference, Ambassador Nikolaus Meyer-Landrut stated:
Distinguished Deputy Minister,
Distinguished Presidents of the Council of Higher Education and Vocational Qualifications Authority,
Distinguished Academics, Directors and Representatives of the NGOs,
Ladies and gentlemen,
It is my pleasure to attend today conference on “Turkish Qualifications Framework (TQF)” organised by the Vocational Qualifications Authority in cooperation with the Ministry of National Educationand Higher Education Council.
Today’s event benefits from the EU funded “Implementation of Turkish Qualifications System and Framework” project.
Türkiye, with its young and dynamic population has the precious advantage of integrating into European societies, provided that vocational knowledge and workers’ skills are recognised within the European Qualifications Framework (or EQF).
This translation tool of education systems is one of the most ambitious initiatives ever in the field of education and training in Europe. For the first time, Europe's diverse education and training systems share a common framework that helps improve transparency, comparability and portability of people’s qualifications and makes it possible to compare qualifications from different countries and institutions.
With such framework, the EU aims to promote cross-border mobility of learners and workers and promote lifelong learning and professional development across Europe.
The European Qualifications Framework positively contributes to cross-border mobility of learners and workers, and promotes lifelong learning and professional development across Europe.
And Türkiye has been a part of this process for more than a decade now. The establishment of the Vocational Qualification Authority constituted an important step for the establishment of a Turkish Qualification Framework.
Another significant step has been the referencing of the Turkish Qualifications Framework to the European Qualifications Framework.
This project has been developed as a part of the efforts to modernise the existing national qualification system including the quality assurance of qualifications, development of credit transfer and accumulation systems, and eventually to support lifelong learning.
It will also improve the transparency and accountability of the national qualifications system and enable the national and international comparability and recognition of qualifications.
More importantly, the implementation of the Turkish Qualifications Framework will increase the quality of education and training and strengthen the link between education and employment in order to address the skills mismatch.
To make this happen, the Turkish Qualifications Framework needs to be fully functioning and operational.
I would like to thank all the experts participating in and sharing their experience at the thematic sessions during this 2-day conference.
I also extend my thanks:
o To the Minister of Labour and Social Security, Prof Vedat Bilgin,
o And Mr. Adem Ceylan, Director of Vocational Qualifications Authority, for their leadership, ownership and successful implementation of the Turkish Qualifications Framework ,
o To the President of the Council of Higher Education and Director General of Vocational Education of the Ministry of National Education,
o Directors of the NGOs and representatives of the Accredited Testing and Certification Centres,
o And to the project experts for the strong ownership and successful implementation of the project.
We are looking forward to the successful implementation of the Turkish Qualifications Framework in Türkiye!
