EU and Turkey promote LEADER approach under IPARD II Programme
A press meeting will take place to launch the LEADER Measure of the IPARD II Programme in Ankara on 22nd August with participation of H.E. Dr Bekir Pakdemirli, Minister of Agriculture and Forestry and H.E. Ambassador Mr. Christian Berger, Head of the EU Delegation to Turkey.
Rural development policy is an increasingly important component of the EU's Common Agricultural Policy. It promotes sustainable development in Europe’s rural areas addressing economic, social and environmental concerns. LEADER is an innovative approach within EU rural development policy.
What is LEADER?
The acronym “LEADER” derives from the French words “Liaison Entre Actions de Developpement de l’Economie Rurale” which means, “Links between the rural economy and development actions”. The idea is to mobilise the energy and resources of people and organisations and to encourage partnerships at a sub-regional level between the public, private and civil sectors.
Experience has shown that Leader can make a real difference to the daily lives of people in rural areas. It can play an important role in encouraging innovative responses to old and new rural problems, and becomes a sort of ‘laboratory’ for building local capabilities and for testing out new ways of meeting the needs of rural communities. It has generated valuable results in many rural areas in the EU Member States, and could play a significant role in assisting rural areas in future EU Member States to adapt to today’s changing realities.
The LEADER approach is associated with local empowerment through local strategy development and resource allocation. Central to the LEADER approach to area development and involvement of local people in decision-making is the Local Action Group.
On the occasion of the event, the Head of EU Delegation to Turkey, Ambassador Christian Berger, said: "Turkey is the first country who received the accreditation for LEADER in the current IPARD countries. We are looking forward to a successful implementation of the LEADER in Turkey. We believe there is a strong interest in LEADER in Turkey. We observe that the rural communities are ready and highly interested in LEADER and it can have quite an impact in rural communities and we see this from our contacts.
The LEADER method is not just delivering EU funding; it aims to mobilise women, young people, private and public stakeholders, the social partners and the NGOs to actively develop their local rural areas."
