What is COSME?
COSME is the EU programme for the Competitiveness of Enterprises and SMEs, running from 2014 to 2020, with a budget of €2.3billion. COSME supports the SMEs’ access to finance and the outward looking character of businesses as well as their access to foreign markets; the creation of an environment conducive to competitiveness; and encourages an entrepreneurial culture.
The agreement on Turkey’s participation in COSME was signed in 2014 and is being coordinated by KOSGEB. KOSGEB assists enterprises in finding the right partners and projects as the National Coordinator. (COSME Official web site: http://ec.europa.eu/growth/smes/cosme_en)
Turkey is the 5th major trading partner of the EU in the world. It is the 4th largest exporter to the EU and the 5th largest importer from the EU. Three quarters of overall foreign direct investment (FDI) stocks in Turkey comes from the EU.
The EU has been providing Turkey with extensive financial assistance supporting competitiveness of enterprises and SMEs since 2002. The project is supported by the EU's Instrument for Pre-Accession (IPA) II, within the framework of Competitiveness and Innovation Sector Operational Programme which is being carried out by the Ministry of Industry and Technology.
A total of € 344 million (EU financing) has been allocated to this component until 2020 and implementation is ongoing. The four key areas covered under the programme are manufacturing industry, services and creative industries, research and development and technology transfer and commercialization.
On the occasion of the event, the Head of EU Delegation to Turkey, Ambassador Christian Berger, said: "Out of 47 countries, Turkey is currently the 8th largest recipient of the COSME programme. We are looking forward to a successful implementation of the technical assistance project and look forward to even more participation in COSME.
