The European Union, together with its Member States, is the world's leading humanitarian aid donor and collaborates with Turkey for disaster management and civil protection. The Head of AFAD, Dr. Mehmet Güllüoğlu and Head of the EU Delegation to Turkey, Ambassador Christian Berger, will hold an introductory meeting with Turkish authorities and civil society on 14 February 2018 in Ankara at AFAD Premises, in order to present and discuss the European Union Civil Protection Mechanism.

The EU Civil Protection Mechanism (UCPM) was established in 2001 to foster cooperation among national civil protection authorities across Europe. Countries all over the world have benefited from the Mechanism whenever the scale of an emergency has overwhelmed national response capabilities. From 2001 to 2017, the EU Civil Protection Mechanism has been activated more than 250 times.

The European Union and Turkey have been collaborating in the field of disaster management and civil protection for decades. Today, this partnership is taken to a new level of common action. Turkey is a valuable partner that participates in the Mechanism and that can contribute to its objective of better preparing for and responding to disasters around the world.

Turkey joined the Mechanism on 4 April 2016 as Participating State. With this status, Turkey can benefit from and contribute to all activities, such as access to trainings, disaster or emergency exercises, conducting projects for disaster prevention and preparedness, exchange of experts with other participating countries, joining advisory missions and contributing to the Voluntary Pool of search and rescue experts.

The European Union, together with its Member States, is the world's leading humanitarian aid donor. The EU committed a total of over €2.1 billion in 2016 for humanitarian aid.  The EU has provided support to Turkey in its fight against disasters, including the 1999 Marmara Earthquake, the 2006 Flood in the South East, and the 2011 Van earthquake.

This meeting is organised in the framework of an EU-funded project for the institutional capacity-building of AFAD. Experts from the European Commission and EU Member States' civil protection authorities will present the Mechanism to Turkish government officials and representatives of NGOs active in the field of civil protection, in order to enable Turkey to benefit more of UCPM and participate in common actions.
