EU funds a project to minimise the negative effects of the prison environment on children that may stay with their mothers
The European Union-funded project on developing an institutional model for children staying with their mothers in prisons and the children with imprisoned parents will be launched in Ankara on 15 June. The event will be attended by the Deputy Minister of Justice, Mr Yakup Mogul and the Deputy Head of the European Union Delegation to Turkey, Ms Eleftheria Pertzinidou.
The needs of children staying in prison with a parent and those with imprisoned parents, which is a reality of prisons, are sometimes neglected in general prison studies. Efforts are needed to address and support the physical, cognitive, emotional and social development of these children during this important period of their lives, and to minimise the negative effects of the prison environment on these children.
With an EU contribution of €0.7 million, the project will develop a model with psychological support, education and rehabilitation programmes for children, by carefully considering different needs related to different age groups. Educational programmes will be designed, focusing on parenting issues unique to incarcerated parents. Mechanisms will be put in place to protect children in prisons from all forms of physical or mental violence, including sexual abuse, neglect or negligent treatment. Cross-sectoral support at home, prison (including child-friendly visiting conditions), school, and within the society at large will be provided for the children with imprisoned parents.
In addition to these technical, institutional and experts’ work, the EU finances the construction and furnishing of a model detention facility, where only women inmates with children will be staying. This facility will be an attachment to Diyarbakir women’s prison, and is supported with another EU support of EUR 1.9 million.
