EU Supports Complaints System for the Law Enforcement Bodies

A new project in support to the complaints system in law enforcement bodies is officially launched yesterday at the Ministry of Interior in Ankara. Mr Mehmet Ersoy Deputy Minister of Interior, Mr Jussi Soini-Deputy Head of Mission of Finland, Mr Gabriel Munuera Vinals - Deputy Head of the Delegation of the European Union to Turkey participated the opening event.

 

Respect for human rights is a shared concern of Turkey and the EU. Turkey has previously undertaken steps which aim to improve the respect for human rights. Back in 2016, the Law no. 6713 on the establishment of the Law Enforcement Monitoring Commission was adopted. This Law prescribed the establishment of the Commission permanently under the Ministry of Interior, with its secretariat and a central registration system handled by the Civil Inspection Board. The EU Twinning Project titled “Independent Police Complaints Commission & Complaints System for the Turkish National Police, Gendarmerie and Coast Guard” aims to assist in the establishment of the system and mechanism prescribed by the Law with due consideration of EU standards and generally accepted best practices in Europe.

 

The € 2 million initiative is fully funded by the EU and it aims to enhance the accountability, efficiency, effectiveness of the Turkish National Police, Gendarmerie and other law enforcement bodies in performing their duties in line with democratic principles and respect of human rights. It will be implemented with the cooperation of Finland and the Republic of Turkey.

 

The project will last 24 months and will support the establishment of a new citizen-friendly complaint system, national recording and case handling system (with centrally collected statistics), work on stakeholder engagement and public information strategy as well as develop business and strategic plans. Project activities will involve the legislation analysis, expertise sharing, trainings, study visits as well.
