European Union Supports Intelligent Transportation Systems in Turkey
The European Union Delegation to Turkey in cooperation with AUSDER (Akıllı Ulaşım Sistemleri Derneği – Intelligent Transportation Systems Association) organized a workshop for the public and private stakeholders in Ankara on Wednesday 10th October 2018. The General Director of Communication of the Ministry of Transport & Infrastructure, Mr. Gokhan EVREN; the Assistant General Director of DG Highways of the Ministry of Transport & Infrastructure, Mr. Aydin DOGAN; the President of AUSDER, Mr. Erol YANAR: and The Head of the Economic and Social Development Section of the EU Delegation, Mr. Angel Gutierrez Hidalgo, participated in the workshop.
The workshop was conducted in the framework of the EU Delegation study entitled “Mapping out EU Programming Priorities in the Intelligent Transport Services (ITS) field in Turkey”.
The objective of the workshop was to address the existing intelligent transportation systems in Turkey and to provide future directions for the organized and structured deployment of ITS. The stakeholders also worked on the development of an ITS National Strategy Plan and a National ITS Architecture. The World Bank provided a comprehensive best practices outline for the preparation of such strategy and architecture documents; while the General Directorates of Ministry of Transport & Infrastructure (DG Communications and DG Highways) provided proposals and current plans for the systematic and organized introduction of ITS in the country.
An assessment of the current ITS situation was presented by the EU Delegation consultants based on study’s findings, and finally AUSDER provided their expert contribution based on long-term knowledge of domestic ITS conditions.
The EU Delegation also presented a comprehensive methodology for the formulation of specific ITS targets in Turkey based on available national strategy documents, stakeholders surveys feedback and ITS best practices. This methodology will lead to the formulation of proposals for the adoption of specific ITS actions in various fields, as well as for the future deployment of ITS projects.
The study entitled “Mapping out EU Programming Priorities in the Intelligent Transport Services (ITS) field in Turkey” aims to leverage the development of effective ITS with EU funds in Turkey. The study is focusing on strategic purposes of Turkey's ITS and the identification of areas of joint cooperation with EU, where the EU IPA (Instrument for the Pre-Accession Assistance) funds can be channelled with the highest leverage impact. The main studies activities are (a) assessment of the national and municipal (Izmir, Gaziantep, Istanbul) existing maturity level and capacity in ITS issues by carried out an extensive stakeholders activity, as well as, taking into account international benchmarking, EU policies and available ITS local information, (b) comparative study on Turkey’s ITS preparedness in view of the EU C-ITS strategy, (c) gap assessment related to the national targets and the existing situation and (d) development of a road map for EU Programming priorities in relation to the ITS sector in the Republic of Turkey.
The study’s kick-off carried out on 5th February 2018 and it is expected to be completed within this year.
