Town Twinning Projects Supported by European Union are Achieving Great Results
A "Sustainable Tourism Conference" organised by Kuşadasi Municipality within the scope of the project "Strengthening Town Twinning via Sustainable Tourism with Participatory Approach in Kuşadası And in Sinaia" took place on 14 November 2019 in Kuşadası. The project is one of the 23 grants financed by European Union under the Town Twinning programme between Turkey and the EU. At the margins of the Conference, a Memorandum of Understanding on "Cooperation for Sustainable Tourism" was signed by the Turkish municipalities of Kuşadası and Söke with the Romanian cities of Sinaia (Romania) and Cluj (Romania). The Kuşadası "International Relations and EU Centre" also inaugurated. The Head of the EU Delegation to Turkey, Ambassador Christian Berger, opened the Conference and witnessed the signature and inauguration ceremonies.
What is the scope of the Town Twinning programme between Turkey and the EU?
The Town Twinning programme is composed of a technical assistance component and a grant scheme. The service component is building capacities of key institutions (Ministry of Foreign Affairs Directorate for EU Affairs, Union of Municipalities, Union of Provinces and Ministry of Environment and Urbanisation) and improving administrative capacity at local level in the EU Accession process. The Grant Scheme complements the technical assistant component and is creating platforms for dialogue and exchange between local administrations in Turkey and local authorities in EU Member States, in areas relevant to the EU accession.
What are the outcomes?
With an overall EU contribution of1.65 million to the service component and EUR 2.4 million to the Grant Scheme, the supported projects are fostering cooperation between approximately 60 local administrations and NGOs from 21 different provinces in Turkey provinces and 12 EU Member States on a wide range of areas such as education, environment, health, culture, tourism, energy, innovation and public administration.
During the Conference, the Head of the EU Delegation to Turkey, Ambassador Christian Berger, said on the occasion:“The involvement of local authorities in development is allowing for bottom-up solutions that are more participatory and perceived as closer to the citizens' needs. In this sense, local authorities have important roles to play with respect to the implementation of the EU standards and policies. Cooperation of the local authorities at the international level facilitates exchange of knowledge and experience encompassing both local authorities and relevant civil society organizations and hence is a strong instrument promoting the civil society dialogue. The Town Twinning programme also aims at stimulating dialogue and eradicating prejudices by bringing together stakeholders from all sides of the political spectrum and geographical locations within the EU and Turkey. It envisages to further enhancing people-to-people contacts, to build sustainable bridges within the civil society and between public authorities and civil society organizations, and to create a fruitful cooperation for ensuring cultural exchanges and for providing better services to all citizens. The hope is that relations established under this project will grow stronger and represent a positive force for a closer integration between the EU and Turkey.”
