Summary of the Action

Overall objective

The overall objective is to strengthen the economic and social resilience of Syrians under Temporary Protection (SuTP) and host communities.

Specific objective(s)

The specific objectives are:

1. To increase the availability of a skilled, competent and productive labour supply to facilitate access to decent work for SuTPs and Turkish host communities,

2. To promote an enabling environment for business development and economic growth in identified sectors and geographic locations to address job creation and stimulate entrepreneurship opportunities for SuTPs and Turkish host communities,

3. To provide support to labour market governance institutions and mechanisms in implementing inclusive development strategies.

Ankara, İstanbul, Bursa, Konya, Gaziantep, Şanlıurfa, Adana, Mersin, Hatay

Expected results

1. Employability and labour market access of SuTPs and host community members increased,

2. Knowledge on basic labour market skills including intercultural interaction and workplace adaptation increased,

3. Knowledge on potentials for local economic development and employment creation enhanced,

4. Decent work opportunities for SuTPs and host community members created,

5. Capacity of government institutions and social partners to implement national policies improved,

6. Awareness on fundamental principles and rights at work increased.

Main activities

1. Implementing vocational and labour market skills training,

2. Conducting training programmes on public employment services for both public employment service providers and beneficiaries (to be jointly implemented with IOM).

3. Matching and referring apprentices to apprenticeship system.

4. Implementing entrepreneurship training programmes.

5. Developing and implementing workplace mentorship programmes.

6. Conducting local economic development and value chain analyses.

7. Providing business advisory services and grants for creation / expansion of enterprises.

8. Conducting training on sustainability, productivity and decent work for existing enterprises.

9. Facilitating job placement through incentive schemes, public and private employment services and enterprise support.

10. Implementing thematic workshops for staff of relevant stakeholders (to be jointly implemented with IOM).

11. Implementing advocacy workshops at provincial level and international level for representatives of employers and workers' organisations (to be jointly implemented with IOM).

12. Implementing training for representatives of the Labour Inspection Board and Social Security Inspection Board.
