Promoting Social Inclusion in Densely Roma Populated Areas

Overall Objective: To increase social inclusion in the densely Roma populated areas especially by facilitating their entrance into formal labour market. Project pilot provinces are İstanbul, İzmir, Edirne, Ankara, Balıkesir, Eskişehir, Tekirdağ, Adana, Mersin, Hatay, Kırklareli and Manisa.

Main Activities:

  • Improving evidence-based policy making capacity of service providers
  • Awareness on social inclusion, civil dialogue and communication among governmental institutions, NGOs, relevant stakeholders and general public
  • Target groups’ access to quality education services and academic success of the children at the age of primary education in the pilot areas
  • Increasing target groups’ demand to access to health services in the pilot in order to ease the integration of target group to the labour market
  • Increasing employability of target group with a view to strengthening their occupational qualifications

Estimated Results:

  • Improvement of institutional capacity of the public institutions and service providers that offer education, health, employment, social protection and social assistance services for Roma citizens.
  • Fighting against discrimination through dialogue established between public institutions, NGOs, stakeholders and general public.
  • Improving Roma children’s academic achievement through guaranteeing easier access to education.
  • Increasing the demand of Roma people on health services
  • Facilitating access to and ensuring participation in the labour market by increasing the number of employment services of professional qualifications.
  • In order to implement project activities in the pilot provinces, 20 units titled “Social Services Coordination Units” (SSCUs) will be established in 12 provinces of Turkey.  One Social Service Coordination Unit was established in Kırklareli. Moreover, one elementary school was selected as one of the pilot schools in Kırlareli and participated in the Project activities.
  • During the implementation period, the project recruits one social services coordinator and one Roma mediator in each unit.



  • Project has started in November 2016 for a period of 2 years. As of May 2017 overall implementation is delayed. The SROB and other officials responsible for the project have all been replaced in the last 12 months. Instability in beneficiary institutions is due to FETÖ related staff changes and dismissals, which started even before the coup d'etat attempt of July 2016.
  • The Roma community in Turkey is extremely vulnerable and highly politicised to survive. Some Roma NGOs and government officials have taken benefit of this to allegedly manipulate non-key staff recruitment for the 20 Roma mediator posts. The recruitment selection procedure conducted by the project's committee was not approved on time, and then approved with changes months later. This has delayed the start of activities in 12 pilot provinces.
  • Starting from November 2016 there is an increased momentum in implementation of project activities and with stronger ownership of the Beneficiary institutions. There is still chance that the project will reach its objectives, more likely in some provinces.
