Turkey has seen an unprecedented and continuously increasing influx of people seeking refuge from Syria. Overall, Turkey is now the country in the world hosting the highest number of refugees. The European Union has engaged with Turkey to step up their cooperation on support of Syrians under temporary protection and migration management in a coordinated effort to address the crisis created by the situation in Syria.
As a result, the Commission established a Facility for Refugees in Turkey ("The Facility") to pool 6 billion EUR additional resources to provide support. This Facility coordinates and streamlines actions financed from the Union's budget and bilateral contributions from EU Member States in order to enhance the efficiency and complementarity of support provided to refugees and host communities in Turkey.
The Delegation of the European Union to Turkey has been designated as the contracting authority for most of the non-humanitarian support in the areas of health, education, municipal infrastructures and socio-economic development (including labour market and private sector development). As per today, the portfolio of the Delegation amounts to 3,1 bio euro. The actions financed under this portfolio are either implemented under Indirect Management by International Organisations or Member State agencies or under Direct Management through direct grant contracts with Turkish public bodies.
Within the Finance, Contracts and Audit Section, there is a team of 3 agents who are responsible for the financial initiation and verification of all transactions (commitments, payments/recoveries and audit follow-up) generated by this portfolio.
The Delegation is now looking for an experienced Contract Agent – Group IV to join this team as financial verifier.
We offer a post of Contract Agent – Function Group IV as a finance and contracts officer. The successful candidate will ensure, under the supervision and responsibility of the Head of Section, that the financial, contractual and audit functions in his/her portfolio are executed in line with existing rules and procedures.
We offer a diverse and challenging portfolio of financial transactions, grants and procurement both under direct and indirect management. The tasks are described in the job description.
Place of employment will be Ankara, Turkey. The post is on a full time basis with normal working conditions, in a dynamic working environment.
We look for
We look for a results-oriented, proactive team player with the ability to organize activities with a high degree of autonomy and to review the activities initiated by the two other agents of the team. Candidates should be able to handle multiple tasks simultaneously with an ability to deliver on time, even at times of high work pressure.
The candidate should have an excellent knowledge of procurement/grants and financial procedures with at least 3 years of work experience in working in a Finance and Contracts section in an EU Delegation. Knowledge of the Practical Guide on Procurement and Grants for European Union external actions and experience in working with Pillar Assessed Organisations under Indirect Management is essential.
The candidate should have very good working knowledge of English both orally and in writing.
The candidate should also be familiar with the IT systems (CRIS/ABAC/MIS/ARES) and have aptitude for data quality control and monitoring a large portfolio.
Please note that this post is financed under the FRIT II and limited in time (no indefinite contract can be granted).
The end date of the post is expected to be 31 December 2025 (initial contract and one possible renewal where appropriate), subject to budget availability.
